Possesses the knowledge and demonstrated use of engineering methodologies and tools. Understands business strategy and business planning principles and applies with minimal guidance in project work (areas include: value proposition for client, business mission/strategy, goals/objectives, technology assessments, funding, management/administration, etc). Performs business case analysis at the department/division level including examination of costs, benefits, risks associated with the proposed investment/project and recommends alternatives for solutions. Applies systems engineering methods throughout dept/division project lifecycles (defining customer needs and required functionality early in the development cycle, documenting requirements, and then proceeding with design synthesis and system validation while considering the complete problem). Considers both the business and the technical needs of all customers with the goal of providing a quality product that meets the user needs. Manages projects of minimal complexity, which may include sub components of larger scale projects as directed by a Senior or Principal Health Systems Engineering Analyst. Is accountable to manage project through entire lifecycle with approved scope, schedule and budget. Directs and coordinates all aspects of project including other assigned resources (personnel, tools, etc). Identifies, recommends and implements (with leadership) transformation at the department/division level including new staffing models, internal organizational structure, throughput, work flow, skill/task alignment, etc. Responsible for data analysis, development of findings and recommendations, and presentation including solution/deliverable, development, and coordinating deployment of deliverables. # J2WS&P Basic Qualifications: Masters degree in management, industrial engineering, systems engineering, operations research, business administration, or health - related field with 2 years experience to include several of the following areas of Systems and Procedures Analyst experience or experience in a similar role involving consulting, operations analysis, workflow analysis, staffing analysis, process engineering, electronic systems implementation, leadership, systems engineering, and project management with broad-based key institutional initiatives OR Bachelor's degree in management, industrial enginee |
